Is there any relationship between agent Orange exposure and Rett syndrome

I am trying to help a friend who was exposed to agent orange while in Vietnam in 1968. He has a daughter who is suffering from Rett Syndrome.  I'm trying to find a relationship between this exposure to agent orange and if it might have some bearing on Rett syndrome.  Any help would be appreciated
