ok so my daughter is 10 and she already has hair down there. is that normal ? she also complains that its itchy down there, and there is red bumps. its very itchy for her and she hasnt shaved at all yet. is that nrmal for a ten year old ? she is not the chinky kind she is very petite and not likely to get her period untilll a few years. should this be happening to my daughter ?

Yes, this is normal- she has started puberty!
The red bumps and itchiness is the pubic hair coming through the skin. It's not unusual for pre-teens to go through this; some girls can even start their period & pubic hair growth at around 9 or 10 (or earlier!)...and it doesn't matter what weight/size they are.
If she's starting to produce pubic hair at this age- I wouldn't bet on your estimate of "not likely to get her period until a few years"; it's quite likely she'll be starting it in the next few months.
Congrat's (or commiserations- depending on how you feel about it) on your little girl going through the transition to womanhood.
