Lidocaine should it have been given with my allergies?

I'm allergic to iodine and penicillin I take 5 mg of norvasc advair my foot doctor gave me 2 shots of lidocaine next day I notice hives/rash under my shin still have it it's going away. The shots did nothing for the pain instead it gave me different pain. Should doctor have giving me lidocaine?

ALBUTERAL WEIGHT LOSS?
