I am premenopausal haven't had A menstrual cycle In almost a year I had a steroid injection to my lower back and two weeks later I started a cycle Is this normal?

Yes this is perfectly normal. Could be just a coincidence but also could be because of the injection. All of the steroids, including the corticosteroids, share chemical properties in that they are all made from the same substance, cholesterol. Because of that drugs like prednisone are chemically very similar to hormones like testosterone and cortisol. When injected they can "trick" the body into thinking that a sex hormone imbalance is occurring and this "could" cause a menstrual cycle to begin as well as other hormonal changes.
