foreskin is not able to pull over head of penis...the whole isn't big enough...help!!!

i'm 20, pretty normal, but somethings not right with the tip of my penis, it's real sensitive. I can pull my foreskin back, no pain there, but as soon as anything comes into contact with my penis head while my foreskin in retracted, it hurts. Any help would be great!
