I didn't lol at the photo so this might not be helpful. I wasn't able to pull my foreskin back before but I stretched it out in the shower over time. I simply used my two index fingers and grabbed the skin and stretched it apart. Do not pull it hard, just give it a little space and after weeks go by you can spread it more and more apart and you should be able to get the skin behind your head. Hope that's what you needed.

I kept stretching it in the shower. Stretch it as much as you can stand, and hold it for as long as you can to allow the skin to stretch. It took me months to get it as loose as I wanted it, but it works.

Mine wasn't that small because it was always pulled back for cleaning from when I was a baby but you just need to keep stretching it. You'll get it there, it takes time.

It's ok mate I'm 13 too but I realised recently that theirs no need to worry about what ur penis looks like yet, but I'd say if it still looks weird to u whn ur a couple years older e.g 16 then go have it checked out in your own time. Hope this helped you like it helped me =]
