I wanna ask you some thing. When my penis get activated. Then I deactivate him with out doing anything. like masterbath. I don't do that. After deactivating a pain rise in my balls. So could any one tell me what could it be from? And is there any affect of it?

Activated? That's a good description of an erection.
You likely have what's called vasocongestion or "blue balls." They are normal. When you get aroused more blood flows to your genitalia and the tissues get swollen.
If you ejaculate it should help relieve the pain sooner but it will go away on it's own eventually.
