Prescription has not reduced below 2.0D. Why it has not come to zero?

Our Child is 7 yrs with a prescription of 5D. we started CRT lens(similar to ortho K) for the last two months. he prescription had plateaued at 2 or 2.5 ..it has not come to zero. I am a little disappointed. anyone having the same issue
