They are likely sebaceous cysts. Basically it's an oil gland that has swollen. They are very common on the genitals since the skin is so thin.
You'd need an exam to be certain.

Masturbation should not affect the size or frequency of appearance.
It's basically a pimple. You can get them anywhere. The oil gland is not draining and it swells.
Treatment varies, sometimes they can drain it with a small incision or injection.
