3.5 inch penis at 17 when its hard - normal?

First off, your penis can grow into your early 20's.  Average for an adult is 5 - 5 1/2". 

Lots of things come into play when saying "is this normal."  A 3" penis is more than adequate to please a woman.  The nerve endings in the vagina are all near the outside.  Being too big can be painful for a woman.

I will add, that if you are "heavy" you can have a layer of body fat that partially conceals your penis and makes it appear smaller.

Don't compare yourself to others.  We all develop differently.  Some guys get big early, others later.

Finally, it really is what you do with it that counts.  Focus on the women.  With sex (and maturity) there is an understood trust.  You wouldn't say anything about your girls breast size for example.
