Give it time.  That's all you can do.

We all develop at differnent rates/times.  Some guys get big early and others later.  Your penis can grow into your early 20's.

Of course you are NORMAL.  There is a BIG variation in penis size among teens.  For an adult, the average size is 5 - 5 1/2".

Any girl that you want to have sex with (use protection) should NEVER comment or tell anyone about your size.  You wouldn't say anything about how large her breasts are now would you?

With sex comes maturity.  If you don't have the latter you're not ready.
