clear liquid evry time...

i have a problem with my penis...it flowing clear liquid every time...either i am doing sex or not....at the time of sex semen comes outt but not in a proper way...my semen become more dilute than older time...present time...i feel like clear liquid mixed with my semen.....if my penis lightly tight then clear liquit comes out from my penis...i have very stressed because of this....is this a serious problem....??? i have also a problem with my digestion system...:(
