my little bro was the same, he would be standing in front of the TV watching the wiggles and guess where his hand always was?down his pants lol they dont understand because they are to young
he grew out of it

It is natural for little kids to play with themselves, but it can also be a sign that they have been sexually abused. You could try asking her where she learnt if from?

Although such behaviour may put you in an awkward situation, you need to learn that their acts are quite normal and a part of their developmental stage. It doesn’t necessary mean that your little sister had seen this from her mother doing it, I would say this is nonsense especially if the woman who is saying is not the child’s mother mother.
Children start exploring their bodies at the end of age 1 and almost all two year olds “masturbate”. You should know that this is not masturbation as a sexual act but something that is fun and pleasurable. At first they wouldn’t even feel the pleasure and it would be the same as touching their toes or ears or other parts that protrude or have holes. In time, this may become pleasurable and they may do it subconsciously.
Both little girls and boys do this. About 75% of girls and 95% of boys touch their genitals.
Making them stop and forbidding is not really a good approach. What you should learn the child is that if she’s doing it, she should do it in her room when she is alone because it is private. You can also try to distract her with finding something else to do and making her hands busy with something else.
You need to find an approach that would not forbid her to do these things because she would do them then as it is more fun when it is forbidden (or nasty like your sister said). Also, you have to be careful bout not shaming her.

So, make sure the grandmother reads this too or find some more literature on the topic. The reason your sister calls the act nasty is because somebody has been filling her head with this word and saying that the act was nasty. This is not a good way to approach a child and is sending them a negative message about their sexuality.
Some children do this when they are distressed and their act may mean that something’s worrying them.

i would agree also, kids might play with themselves at a young age, but I can assume anyone 8 years and younger wouldn't know much about masturbation. I think it's perfectly normal and might even be healthy 

Children masturbating is not normal.... Idc if u have a phd or ur doctor no it's wrong.... U have common seances don't u.... if u c a child or toddler running towards a hot oven r u gonna try to stop them o let them get burn n have to make a trip to a er and then there going to notify CPS! No right ur gonna try to stop them... Ok so y would u think its ok or normal.... if a child is hitting their head bc there not getting there way r going to fold n give them what they want or r u going to straighten them out every time they do it til they get the point.... Yes right ok... if u have ever masturbated (more than sure everyone has... N just bc everyone has done it does not mean its ok) do u do it out in front of every one no u do it in private bc ur embarrassed ok if u get embarras then it's not ok... If u can't do it in public then it's not ok or normal bc while ur doing it u know its wrong n so scared that someone while catch u wheather ur 5 or 15 or 25 and married its wrong... If u happen to c o know that a child or ur child masturbating stop them whip them hello... N start pray for that child bc that is not right o normal.... K'on ppl... The bible says the good will be called bad and the bad good.... 

i can spk on this subject bc as child I my self use to masturbate and while I knew it was wrong with out any one having to tell me it was and I kept doing it bc no one ever caught me and once I got Ito ma teens I was addicted n I wanted more and guess what I had so many sex partners (11 that I can remember) n just 3 years then I met my husband and boy did I change I guess bc I like his so much and he was Christian and I followed... I don't want to push religion on anyone bc my convictions r mines and urs r urs but read the bible u can find all answers there n if u can find its ok o "normal" to  masturbate then ok I can n will apologize but I know u wont. And believe I will be praying for child that r masturbating and there parents bc y'all need Jesus...  I'm serious go stop by any bible based church and talk to a pastor and c if there gonna say what these ducktors r telling u is "normal".... Stop letting ppl mislead u... Open ur eyes n run with ur gut feeling.... 

You obviously suffered at the hands of a religious family as a child. Guilt has nothing to do with it. Masturbation is a healthy, natural part of childhood. What's unhealthy is if it's done in public, or if it takes up too much of the childz time.

My boys have done it from when they were little and I just let them and it doesn't happen too frequently so it isn't a problem.  agree that they may need to be taught not to do it in public.

Masterbating at that age is normal, when I was 4/5 I started masterbating, at the time I didn't know what it was so I kept doing it, but I didn't tell anyone. 

Can you talk properly? Masturbating kids is normal.

f**k off its a natural thing my daughter is 12 and she knows what it it is but some day she will do it whether she's married or 15 or even 19 I've had this chat with my daughter and she says 'I don't care it natural and a lot of people do it so why can't I!' and I agreed with her now I know its not "proper" for a twelve year old to do it but how do think you have children. also probably every person has thought something "dirty"

I don't feel it's wrong for a 12 yo to masturbate. There are lots of things we don't do in public. No one wants to watch you defecate or urinate so we don't that in public but I bet most people do that in private. I think the best argument for doing it is why did God give girls a clitoris? It serves no other purpose than providing pleasure for it's owner. Did He put it there just to torture girls by saying "don't play with that"? I think most girls discover there is something there that feels good long before they are twelve so it would be normal for them to figure out how to make it work best at nearly any age. With the internet girls and boys get to see how to make it work when they are quite young.
