How old are you?

Your penis is average sized for an adult - 5 - 5 1/2". 

Upper body hair, if you mean on your chest for example, usually comes along later say 18-20 or even later than that.  Armpit hair may not come until 15-16 or so.  Some guys also are just not naturally "hairy."
