Well, I am a 15 year old male of hispanic descent, I am not circumsized nor sexually active. A couple of days ago, I noticed a reddish oval like lump formed just beneath my penis' urethral opening, it goes from under the opening to the foreskin below. It does not cause pain at all, not when I urinate or masturbate. I am concerned as to what this might be. I appreciate beforehand your answers.

No pain nor sore feeling. I happen to place a mirror in front of me and just noticed it. My recent surgery was a minor one. It's removal of a skin tag near my rectum. The doctor injected an anaethesia to numb the rectum area before removal of the skin tag. No way he injected into that sensitive Clitorus area, so causing that lump?
I'm hesitant about consulting a gynae. First, it will cost me almost $85-100. Next, have to apply off to queue.
