It needs to be examined in order to determine if and what means of treatment is necessary.
Cauterization is one method. It's quick and has minimal bleeding. Basically, it's cut with heat instead of a knife, and it seals the incision. The skin bridges could possibly be abraded. Basically pulled apart, under local anesthesia.
Again, it's all speculation until you are examined.

Thanks for the advice dan but I do have one more question, hypothetically of course. What if that vein is the superficial dorsal vein, how would they deal with that? and I know that looking this stuff up can make a man go crazy worrying but I wanted to cover all of the bases lol

Skin bridges are usually the result of a circumcision in which the circumcision wound has healed together. It can be cut again, and corrected. It's unlikely any veins would run through them.
Smaller veins can sometimes be "hidden" by use of laser treatment.
Talk to your urologist, get a 2nd opinion if necessary.

I'm 24 and have the same thing on the front of my penis, since the vein is in the middle of my penis, it appears that it goes through the skin bridge and attaches to the head. Is this something that can be safely removed?

It is hard to visualize what you are describing. I think you should see a urologist. He can help you break your skin bridges and he can advise you about that vein.
