It is normal for some foreskins to be too tight to retract over an erect penis; no worries, just as long as your can keep it clean there is no problem. Use a lubricant and take some extra time with foreplay and go gently at first and there shouldn't be much difficulty with entry.

You are blessed with an erogenous, highly-innervated foreskin. Many unforeskinned guys would envy your foreskin. You display great wisdom in wanting to avoid circumcision. Do not be worried. You are normal for your age.
It is not absolutely necessary to have a foreskin that will retract. Some men live their entire lives with a non-retractable foreskin. They can masturbate, have penetrative sex, get married, and father children with a foreskin that does not retract. Some believe that a penis with a non-retractile foreskin has more sensation and that sex is better. However there is no scientific evidence one-way or the other.
