I'm 15 and I'm a virgin, since I started puberty at the age of about 12 I have developed these small pea sized lumps on my penis that are like mini sacks of chalky puss, I've tried bursting them but they won't go and they keep refilling with puss. I've had them for about 2 or 3 years now and I have never really worried about them but since I've got a girlfriend recently I'm getting worried she may see them and think I'm dirty or something...
So what I'd like to know is what are they?

They sound like sebaceous cysts, basically a zit. They are common and often appear very pronounced on the genitals because the skin is so thin.
Don't try to pop them. It can leave scars.
You'll probably outgrow them. You can treat them as you would a zit, with a warm compress to help it drain. Make sure to wash your penis thoroughly too.
A visit to your doctor may be an option.

They should get smaller in a week or so. They probably won't disappear completely as they are normal glands that you have. You may still feel them slightly.
