He's 2. You do need to wait.
There is no such thing yet as a routine transplantation of testicles. It's experimental at best and your son would have a very limited life due to being on anti-rejection drugs for the rest of his life.
Not having testicles will not affect his orgasm. Sperm contributes only a small percentage of volume to ejaculate. Most of the fluids are made by the seminal gland and are stored in the seminal vesicles.
He may need hormone therapy later on and can have prosthetic testicles implanted but for now, your doctor is giving you good advice.

You are not going to make your testicles bigger, short of having an infection.
We use an orchimeter to measure the size of your testicles. See your doctor.
Size doesn't matter.
