I recentley made a post, after making the post, i used several hours searching into detail about all this and i narrowed it down to a couple things.1, frenulopsty (i think that's how it's spelt) basically it's where they remove the frenulam (also known as banjo string) But they only do it in sever cases of phisoma (i think that's the word) where it's so tight and small that your foreskin will not go below the head smoothly.2. circumcision
This is rarely done, and usually a last resort, this is where they remove the top part of the foreskin and the sometimes remove the whole frenulam or just part of it or leave the whole thing on.
Now here is the post i made: "https://www.steadyhealth.com/Foreskin_problem__t295036.html"
The banjo string (strand of skin attached to the top of the bell to the foreskin) i've heard would usually disconnect itself? usually you don't even notice. Well i'm 18 and this hasn't happened, Should I go to a doctor about this? And my foreskin seems to be really tight at the top as if it's to small to go over my penis without ripping it. Should I consult my doctor about a Frenulopsty operation?

I can't see your foreskin and frenulum but I guess it's plenty normal, There are some stretching exercises, (but don´t force your foreskin), Does you masturbate or be a sexually active guy?,
