Just before i jump into this topic, I just want any potential helpers to know that I have eczema, a skin disease. 

On the tip of my penis, they is a blackish, scaly rash (although not itchy). This rash is normally really dry, and not moist like the other surfaces of my penis. 

After researching alot on this, most eczema cases on penises are 

1. Red, and itchy (which isnt with me)

2. Normally caused by condom abrasions (I have not had sex before)

Since I thought it was eczema, I used moisturisers, and a steroid cream which is actually prescribed for my skin rather then my penis, hoping it would go away. Evidently it didn't.

Could somebody please help me?

You’re right that skin issues on the penis are very common; it may be that the moisturizer you use is not the right one for you. Every guy’s skin is different and so responds differently to different things. Get it checked to make sure it is eczema -- it could be, since you have it other places. Medicated creams could turn out to be too harsh for the penis. A lotion like Man1 Man Oil with natural moisturizers and other penis-healthy ingredients might be safer.
