You are NORMAL. It's normal for your foreskin to not be able to retract until around age 16 or so.
It's also normal for your foreskin to still be attached to the glans until around 16.
Start stretching your foreskin now though. Get an erection and pull down on the shaft skin so the glans spreads the opening OR use your fingers. Do it as often as you can, the more you do it the sooner you'll be able to retract. It may help to do it in the shower, the warm water helps soften the skin.
