Can't retract foreskin at 15. It looks like foreskin opening is too small

Hello,

I'm 15 and I can't retract my foreskin, my foreskin opening looks to be off center, when I reposition the opening to the center of my head by pulling down on the skin on the side of my penis, I can pull my foreskin about 1/2 way down my head. I worried this won't change over time and could develop into problems in future life. It looks like it's foreskin opening is too small compared with my foreskin being tight (I hope it's not phismosis). If it helps I had an operation  when I was young due to one half of my sac being swollen, I also have excema and looks like I have it on my penis aswell. Im worried that my foreskin opening also being off center could also cause problems. Im not sure how to clean my head if I can't pull my foreskin down. Will my foreskin retract over time? Will my excema cause issues? Thankyou for the help.
