i have small painless bumps right under the tip of my penis,

for the past year or so i have had this and its not to much of a bother but i am very interested to find out what it is. I only occasionally have a burning sensation when i pee, but it does not feel related for it only occurs a couple times a month, but i had that since before i had thoses symptoms. I am sexually active but have only sex with two of them and got oral sex from the other. I have never seen any signs of herpes so i dont think i have that. The tip of my penis is also very dried out and is cacked but isnt like an open wound, it just looks like very dried out skin. I also have a small brown spot around the ring around the shaft (i am circumsised) but i have had that ever since i could remember. I am still a teenager so i am wondering if i am getting all of these feelings from puberty or something. If you would give me some feedback that would be very helpfull.
