I think that she means exactly what she says. You need to be romantic about it. It's obvious that first kiss for her is a big thing and she wants it to be special, so she can always remember it.
So , basically you need to take her somewhere romantic or create a romantic scene somehow. Flowers, candles...etc. Oh, and good music of course. Are you able to do something like that or create such conditions?
