You can get them at any pharmacy or a place like Walmart. I don't think filling with water would work though, you need something solider like clay or maybe flour. Or you could try a hairbrush like the guy below said.

Well Chloeb, first of all, condoms can be purchased pretty much anywhere. Walmart, any grociery store, any Pharmacy, and most gas stations. There is no age restrictions on condoms, but I personally advise going online. "(I know you "cant go online" blah blah) For online shopping there is a wonderful invention, a prepaid debit card. You want a vibrator at 13, that's how you get one. Load the card with however much you need and make the internet your b***h.
If you are worried about your parents opening your mail (some do it, but when your 13 they just assume it isn't private), talk to a friend and explain to them then say to their parents "I want to get my mom something online, but I don't want her to discover it, its kind of a surprise, can I have it shipped to you're house instead?"
Chances are they will say yes. as for condoms, If you get them at the supermarket or whatever, you'll be losing a pile of money. You don't wanna re use the condom and if you masturbate more than three times in your life getting a three pack is just a waste of your money. Also, if you're parents think that you are to young to talk about sex and masturbation, you can show them that you aren't by talking to them about it. A lot of parents think that "my kid masturbating means that they wanna have sex" and that is not always the case. Remember, if you can't get the information from them you will get it from somebody, and do you think your parents would rather give you their experience, or let you get it from people on the internet?
