the other day i had sex and when it was over the guy i had sex with feared that the condom broke and he did ejaculate while still in me so what i did was i filled the condom up with water and no water leaked out is that a good way to test and make sure that it didn't break?

WATER TESTS are actually done on condoms, so are air tests =)
I would say it is a fairly accurate test! Because if NOTHING leaked, then sperm may not be able to leak either.
BUT just in case YOU DO break a condom or rip one, the MORNING AFTER PILL can be taken up to 5 days after sex.
NO parental cosnent is necessary to obtain it(OR birth control), and Planned Parenthood usually can be the first to get it for you very quickly.AND for low cost.
