If your bf "had cum on his finger" and he put his fingers into your vagina, sperm would have been transferred. However you don't give much information.

1. You said "i think he had cum on his finger because im late and wanting chocolate and food like that". Is that the only reason you "think he had cum on his finger"? Wanting chocolate is a common female desire - pregnant or not!
2. Periods sometimes come late. On what day was it due, and on what day did he finger you? He would have fingered you in your fertile period to make you pregnant (at the latest, about a fortnight before your period was due).
3. Was his 'fingering' you penetrating your vagina, or just playing with your clitoris?

You say you need help because you don't know what to do about it. If you need more help, please answer the questions above, and also state some more about yourself:

Your dates are not very specific!

If your period is 3 weeks late it was due about 12th November? 4 weeks earlier would put the activity on 5th November? If you have regular 28-day cycle, then your previous period started 15th Oct, and ovulation would be expected to occur 29th Oct. However, if you ovulated a week later, then it would have happened on a fertile day, and you could well be pregnant.

But ...

1. You are only 16, and your periods may not have settled. When did you start periods?
2. You may just have missed a period
3. You may have irregular periods.

I think a test would be a good idea, though I think the likelihood is that you're not pregnant.

You need to keep an eye on your periods to observe their regularity (or otherwise). Are you a virgin, or are you sexually active?
