Your pre-cum is made when you get aroused, sort of a natural lubricant and transports sperm when you ejaculate. Some guys never produce any pre-cum except for what comes out when they ejaculate. Some guys produce a little and some a lot.It happens when your sexually excited, and is a good thing,either as lubricant for masturbation, or as a lubricant when penetrating a female. Other mammals do this also. I know that there are times when you get hard and you are not in an appropriate setting for it. I wish I produced more, but I know of no way to stop it. I would fold a couple paper towels and keep them in your back pocket, and possibly put one in your underwear to absorb any that occurs before you can put a paper towel in . Toilet paper is softer but less absorbant, and falls apart when wet. Paper towels advertise how much they can absorb.and when folded several would look like a hankerchief ,which a lot of guys still carry.wearing tight nylon underwear with regular white jockey shorts over them. The purpose being the tighter pair would hold things in the best position to deal with. something closer to your belt line is better than around your zipper where it shows much more quickly

Dude... Your penis will always do this. It's kinda like a self lubricant... It should help you move faster and make the experience more enjoyable. If its bothering you to much... I suggest keep a towel nearby
