It's been about 9 months that I've been able to pre-ejaculate but I can't fully ejaculate yet, is this OK and normal for a 13 year old?

It is ok and perfectly normal for not being able to ejaculate at 13 there are some guys 14 or 15 that cannot ejaculate either.
Puberty is a process that takes years to go through and the changes can be pretty gradual and there is no set time when they happen as everyone grows and develops at different rates and times.
For some guys the reason they can’t ejaculate could be delayed puberty for some it could be they started puberty very early and have just stalled a bit in their development.
Some guys may just be ejaculating occasionally and only assume they can only pre-cum but none of this indicates that there is anything wrong all it means is they just have not reached that point in their development yet but it will definitely happen when their body is ready.
