Soap can be very harsh to use on the delicate skin of the penis specially if it get in the opening of the urethra, I would advise something along the lines of baby lotion or baby oil as both are ment for delicate skin, how do you mean by you only cum 15cm?

As I have said to you before masturbation is about experimenting for yourself and finding different ways to do it, how do you think people went on about finding ways or even how to masturbate before the internet was about. 

Masturbating 4 times a day isn't really a lot for a very young teen that hasn't started puberty that long ago because of all the new hormones running through the body.

As I said it's not much for a young teen that's not long started puberty, everyone is different when they ejaculate some the semen only just oozes out while others can ejaculate up to 30cm or more, there is no real way to increase how far you ejaculate other than to make your your muscle contractions at the time of ejaculation stronger.

You can do it as often as you like but it's possible to work up some road rash, then you need to allow that to heal. I tried using soap once in the shower and my penis was burning for several days afterward but I found that baby shampoo was OK. If you're circumcised you can probably dry rub with no lubrication. 

Doing it 4 times a day probably keeps your tank pretty empty so you won't be getting a lot coming out. Try waiting a few days and I'll bet you will shoot a pretty good load and probably improve your distance too.
