How small?

Your penis can grow into your early 20's.  After that, only surgery can help and it can only get you about an inch.  Basically they sever the tissues that hold the penis to your abdomen and reattach it "lower."  It gets you an inch but makes your penis "floppy."

It's not the size that matters, it's what you do with it.
