They should have dropped when you were a baby if you can feel them both in your sac then they have dropped.
Sometimes guys think that if they don't hang down that means they haven't dropped.
So if you can feel both your fine it most likely is the haven't grown enough to hang lower yet.
As you continue to develop they will get bigger and heavier and start to hang lower.
