Hi Guest
Your balls should drop when you a baby if you can't feel both of them in your sac you need to talk to your parents and see your doctor.
It is best to get it looked at as soon as you can in case there is a problem.
The other one could still be up inside you and they need to determine why it hasn't dropped.

You need to see your doctor.
Talk to your parents about it and they can make you an appointment.
If you have never been able to feel 2 talk to your parents they probably already know they can either explain to you why it hasn't dropped or get you a doctors appointment.
It might be a bit uncomfortable talking about it but they would know one of your testicles didn't drop and it needs to be checked out by your doctor.

Has it come down into your scrotum?
They both are attached to cords.
