Your balls should drop when your a baby do you mean that you can feel both balls in your scrotum but they just don't hang down any yet?
The answer to getting an erection is yes it can get hard at any age and you balls hanging down or their size has nothing to do with it. Baby's get erections just as boys of any age can.
