A while back, I found a small, pea sized ball under the skin of my penis. It seems to be attached to the penis itself by some sort of vein. It's moveable, but no matter how much I move it, it will always return to its original spot/ It appears to be painless, however, when I squeeze it I feel a burning, tingling sensation down there for a few hours. I'm 15, and not sexually active. I'm getting really worried - I have to know what this thing is.

It could be a sebaceous cyst, an oil gland.  They are usually very pronounced on the gentialia because the skin is so thin.  It is NOT a common sign of an STD or other infection.

Don't squeeze it.  It will irritate it and cause it to swell even more.  It should go down by itself eventually.

See your doctor is it persists.  Good luck.
