Nature has designed for us girls to have their periods at around 13. There is a reason for this and I am not going to go into a discussion about the merits and disadvantages of the right time to be sexually active.
If nature has deemed we are ready by the beginning of our start of periods then thats the right/ideal age that we should be having sex.
Unfortunately society has artificially attempted and succeeded at prolonging childhood and delaying emotional development and now the minds of young girls are being systematically primed and brainwashed into believing that sex should be delayed and possibly delayed until marriage because they need to remain pure for their husbands.
What a load of bull dust and what bad advice. This is against the biological imperative and tries to defy instinct. No wonder there are so many teen pregnancies because instead of preparing girls for sex and teaching them safe practices, society is more preoccupied about morals and abstinence.
Girls should be able to decide for themselves when they want to have sex and with whom they have sex. This is NOT for the law or society. It is the birth right of the individual.

In life any "first" thing is scary. What we need to learn is how to be prepared NOT to try and define when we will be ready. No one can ever be ready, ever, in his/her life. You could be 30 or 40 yrs of age and still NOT be ready. Being prepared is a much better way to approach sex the first time.
Educate yourself about sex, learn how pleasurable and normal sex is, masturbate, read about it, make sure your bf has no STDs and will use a condom.
I find it really silly when girls talk about their "readiness" Remember, NO ONE is ever ready. Be PREPARED, so when it happens the consequences are not harsh ie protect against pregnancy or STDs. This would be the more mature way of approaching sex instead of discussing readiness.
Parents, society and do gooders, all go on and on ignorantly about being ready and how sex should not occur until one is ready. That is a load of rubbish. What I would advocate and advise those who are curious and likely to want to have sex is to be PREPARED. Prepare for the event like I have suggested and you wont have any problem.
