sebaceous is bumps that are redish and make yellow sh*t when popped or removed.

These yellow dots on your foreskin is an entirely normal variation among males. It is not fungus or any other infectious disease. It is called Sebaceous Gland Prominence. Sebaceous glands are located all throughout your skin and is responsible for the main production of sebum, a natural oily substance that is neccessary to maintain the skin's softness. However, during puberty, sebaceous glands can become overreactive, which is what causes acne in adolescents. But to have it become enlarged or noticeable is normal in teenagers, and is not something that should be worried about.
If you're really concerned, consult your doctor about it the next time you have a doctor's appointment. I could be wrong, since there's always a chance of it being completely something else, or your description of it might not be specific enough. But I'm pretty sure that if you've never had unsafe sex, then it shouldn't be an infectious disease.
These should not be confused by the ring of usually smaller white-ish dots that circle below the glans head at the very edge. These glands produce lubrication during sexual arousal.
