blood droplets from penis after urination

My husband gets this all the time. It's always when he has a painful urination. He believes that the urine flow is partially blocked at the end of the penis and comes in kind of a rush and breaks small blood vessels? He said the end of the penis is kind of glued together if that makes any sense like fluids or something that dry up in there? Purely speculation on his part, however I can tell you he has had this ever since he can remember. It's only every once in awhile thing and it hasn't ever gotten any worse or made him sick at all. He is 40 years old. The funny thing is that this is my second husband and I lived with my first one for 14 years and never heard of anything like this so it must only happen to certain people? Has anyone ever gone to the doctor for this? It would be nice to know if there is an official answer?

I am 48 male and this morning and this afternoon I noticed blood in my underwear after urination  a little burning not to bad though, do you think its a Prostrate problem or a bladder issue, I do have a blood clotting disorder and take an aspirin a day. Factor 5 deficiency, Protien C deficiency
