I am 16 years old and I have been sexually active since I was 15. I have been with two girls and both were virgins unprotected oral was preformed but a condom was always used after shaving me penis I noticed about maybe 3 months later a fairly large bump. I figured it was a pimple and popped it white puss came out. It filled again and I popped it again this went on for quite sometime then after popping it one day it seemed to immidietly decrease in size and cleared up after that. A few months later another one formed it has been there for a long time now and has now become un-poppable nothing comes out it is just a hard lump. Hair does not grow on this spot. I just left my current relationship and going back out with other girls I dont want any of them to notice this bump. I get annual physicals as I am an athlete but a doctor has never noticed this bump. I am now to embarrased to ask my mother to make an appointment to see my doctor about a bump on my penis is there anything I can buy to remove this bump or could this be a more serious STD/Cancer/ or a cyst?

This needs to get checked out. It could be an STD.
You don't have to get permission from your mother to see the doctor. The doctor is not under obligation to tell your parents that you were seen or what you have. You can make an appointment with any doctor privately and get diagnosed. However, you may have to get your parent's insurance information.
