all it means is that you have a healthy vagina.    a clear stretchy mucous is normal and lets you know that the ph of your vagina is normal.  your body changes throughout the menstrual cycle due to hormones and then also changes what's going on in there too.  just because you haven't started your cycle yet, doesn't mean that things aren't getting ready for it to start.  you should also not hesitate to talk to your mom or doctor.  at your age, you need to get this info from someone you trust and know, rather than the internet.  also, you should keep in touch with your pediatrician on when you start your period.  good luck.  it's fine.
