We would. Personal leave of any kind comes out of a PTO bank of earned time. If you didn't have the PTO, you'd be given time off unpaid.

One of my clients is a Human Resources consultant and the big trend (in the past 5 years or so) has been for companies to go to the PTO (Paid Time Off) system. In other words, all your "time off" is combined under "PTO" rather than having separate "vacation" and "sick" time. PTO is beneficial for both the employee and the company. So, I would say that in most cases people would have to use their PTO time.
