Say a 5K takes place on city streets. How do they measure it? From the middle of the street? That would mean by taking the inside 'track' the entire time, that you'd be cutting the actual distance, no? (don't ask me why but this question has been stuck in my head for days!)

I'm pretty sure that you measure the shortest tangents regardless of what side of the street that you'll make the runners take. Thus, many races should actually be longer than 3.1.
