There is really no need to make puberty happen faster everyone grows and develops at different rates and times some guys can start as early as 10 years old and for some it can be as late as 16.
It happens when your body is ready and it will definitely happen and there is nothing wrong if you are bit later then some of the other guys.
If you search for the Tanner puberty scale there is lots of good information on growth and development and there is a quiz you can do to determine if you have started puberty and what stage you are in.
