It's NORMAL for you not to be able to, yet. Usually by about 16 or so you should be able to.
You can use your fingers to open the foreskin a little OR get an erection and pull down on the shaft skin so that the head spreads the opening.
Don't rush and don't hurt yourself. Don't EVER force the foreskin back as it can get stuck.
You'll find the head to be sensitive, that's normal too.
Give yourself some time.
