If you ejaculate you've hit puberty.

Take your time masturbating.  Don't rush it.  Learn to control your ejaculation by edging.  Masturbate until just before you'd ejaculate then stop.  Let the feelings go away and then bring yourself to that point again.  Keep repeating it as often as possible.  You'll have a more intense orgasm and bigger ejaculation.
