Masturbation won't hurt your penis or your penis growth. It's a normal part of growing up. 3-4" erect is average for a 13-14 year old too.
Nobody can tell you how big you'll get. Average for an adult male is 5.1" erect.
But, excessive masturbation can lead to premature ejaculation problems later. Use your masturbation sessions to learn how to control your ejaculation. You should be able to last for HOURS before ejaculating. To do so, practice edging. As you masturbate focus on the feelings just before you ejaculate and STOP. Let your erection go away, then bring yourself to this point again. Repeat it as often as you can.
