You need to have surgery to repair it. Dilations in the uro's office won't fix it.
Quick fix: Uretherotomy under anathesia, with injections of mitociyn-c to prevent the reforming of scar tissue. Mitocyin-C is a type of chemo used for neck/eye surgeries (I think). Uretheromties typically have low success rate. The Mytocitcn-C stuff is supposed to make it more successful (~90% in small short term studies)
Definitive fix: Find a urologist who _specializes_ in urethroplasty. This is a more complex surgery, where they will take a peice of your cheek (buccal mucosa graft) and will cut out and repair the scarred tissue.
Both cases will require a catheter during recovery.
