to start off im really concerened and worried about my puberty. my testicles,scrotum,penis have all grown but i have not had a wet dream and do not have any "enjoyable" sensation from my penis. this is very alerting because im in my early 20's..i also have phimosis which i had found out about only recently ( i always thought that in time my foreskin should grow and go over the head of my penis, then id have a wet dream and wola). while i was in grade 8 i heard my teacher say that puberty can occur in people when they are as old as 21; so i thought time would do the trick. i am going to my family doctor soon and have a talk with him- but can someone please shed some light on this topic? i know phimosis can be treated- but not having a wet dream and no orgasms is really worrying.
my situation is slowly yet surely messing up my life.

Go see an Urologist And/Or an Endocrinologist; you may have Klinefelter Syndrome or something may be breaking your hormonal system (your testosterone production f.e.) Do it now, the sooner you start a hormone treatment the better results you can expect. Hope it helps.
