Its called smegma its your penises natural oil.
Normally your not supppose to see it but usally becouse of poor huigene it piles up and becomes visable.
I used to have it. Just clean your penis with warm water but dont use soup becouse it stops your penis from producing oil and dries it out.

If it has a slight odour it is probably smegma caused by cum,urine and skin cells building up, it is a natural lubricant but try to clean it from around the urethra opening as it is a great breeding grounds for infectous germs, as long as you clean everyday it is no problem. Hope i helped :-)
